Institute of Integrated Programs of Higher and Postgraduate Education is a powerful regional center of the advanced training and activation of scientific and methodic work.

The programs of the advanced training courses are connected with a current necessity to arm a contemporary expert with professional competencies, which include the ability to apply modern innovative approaches, methods, and technologies in his activity, to study and adopt new educational technologies including multimedia; to manage the organizational resources, time, assets efficiently; to work with information in an efficient way and make managing decisions; to develop a social partnership; to form a new approach in different situations; to encourage new ideas and approaches, to organize efficient human resources work in planning, personnel selection, and development, as well as education and motivation of personnel, fair assessment, and stimulation, etc.

IIPHPE invites high-qualified scientific and pedagogic workers to develop and implement the additional education programs as well as the best experts of the Russian Federation and abroad.

PSU has a unique physical facility for a successful solution of any type of issues connected with training and retraining of experts including ultra-modern multimedia classrooms which are aligned with the world standards.

IIPHPE students have access to the Internet, eLearning environment and actively use its possibilities in scientific and practical work. An electronic library of PSU, as well as a computer dissertation hall with access to dissertation and scientific funds of the Russian State Library, play an important role in the intensification of the work of students.

IIPHPE works according to the Federal Law “About Education in the Russian Federation”, the current legislature, documents of the Ministry of Education and Science of the Russian Federation, Regulations of PSU, Statute of Institute of Integrated Programs of Higher and Postgraduate Education, other normative and legal acts and based on the licenses issued by the corresponding executive authority bodies of the Russian Federation.

Additional professional programs of advanced training, professional retraining are worked out and implemented by the Institute.

The content of additional professional programs follows the federal state educational standards, professional standards, qualification requirements, pointed out in qualification guides in certain professions, positions, and specialties, or qualification requirements to professional knowledge and skills, necessary for the official duties implementation.

Admission for additional educational programs may be carried out all year round, in terms stipulated by the IIPHPE education schedule.

Requirements for an education level:

In programs of advanced training/professional retraining

For specialists:

-          Diploma in secondary vocational education or higher education and a copy (if surname or name in diploma does not coincide, it is necessary to have a copy of a marriage certificate or a document about the change of a name or a surname).

For students:

- Certificate of study.

Access to the additional professional programs of advanced training and retraining is provided for:

- the persons with secondary vocation and (or) higher education; this education should be proved by the document;

- the persons who are studying at secondary vocational and (or) higher education programs (students, master’s students, postgraduates).

An education agreement may also be concluded with a private individual based on the education document and a claim.

Forms of education

Intra-mural, extra-mural, part-time, distant


Additional professional programs (advanced training or professional retraining) can be implemented on a full scale, or partly as an internship.

An internship is provided in order to study a progressive experience, including a foreign one, and practice theoretical knowledge from the professional retraining programs. Applying skills for their efficient use in practice.

Internship content is determined considering the offers of organizations that send their experts to an internship.

Internship terms are determined considering the purpose of the educational program. Its term is also is coordinated with a host organization’s director.

Training time

- advanced training courses (from 16 hours) in certain directions;

- additional educational programs without qualification appointment, with professional activity right (from 250 hours);

- additional professional educational programs training with qualification (from 750 hours);

- individual internships;

- professional training.


After the termination of programs and successful defense of qualification work or qualification exams, the students receive the following documents:

- certificate of advanced training;

- diploma for professional retraining.

Distant education

IIPHPE organizes distance education. This allows a student not to attend the educational organization, or his attendance is much less than it is in traditional education. The biggest part of the listeners’ work is done on the Internet when convenient.

The organization of a distant education process fully corresponds to the requirements of the current legislature. The Institute applies the most contemporary technologies of video classes, a distant interaction of tutors and listeners, access to educational materials, worked out in modern electronic forms.

The Institute implements more than 50 programs of professional retraining and advanced training and offers more than 50 distant informational and consulting seminars (webinars) in all focus areas.


The university offers a dormitory for students from other cities. The cost of accommodation in a 2-bed room is 750 rubles, and 1,500 rubles for a single suite.

Or it is possible to book a hotel room instead.


The Institute of Integrated Programs of Higher and Postgraduate Education may organize and negotiate corporative seminars, business meetings, and conferences.

The organization of corporative seminars is one of the good ways for advanced training.

It is possible to organize seminars, business meetings, and conferences in a distant form as webinars. This allows participators to discuss issues and problems of an enterprise, field, law changes, and others in a fast mode.

IIPHPE is ready to work out and implement programs of additional professional education by request.

The first measures on advanced training of the lecturers of Pyatigorsk State Pedagogical Institute of Foreign Languages were taken in October 1963. Following the order of the Ministry of Education of RSFUR, the Institute organized part-time courses of English, German, and French languages for the lecturers of foreign languages for a 10-month period. The principal task was to improve the skills of practical knowledge of a language and methods of its teaching at university. E.P. Shubin, B.D. Lempert, Y.G. Tatishvili took responsibility for that work. 

In a year, in September 1964, the Department of Advanced Training for the teaching staff was formed following the order 26/X-1966 (no. 352). It included part-time courses, 2-year education at the Department of German Language, 2- and 3-year education at the Department of French and Spanish languages.

In accordance with the order of the Ministry of Education of RSFUR, dated August 19, 1965, the advanced training courses received lecturers from the pedagogical institutes of RSFUR from September 1965 to July 1966. 29 people came for English courses, 28 for French courses, and 18 people for German.

Oleg Anatolievich Leonovich, Candidate of Philological Sciences, Associate Professor, graduate of the Chair of English Language 1959 was elected the dean of the Department of Advanced Training from 1967 to 1984, and from 1986 to 2002.

In 1974 the Department organized 4-months courses (2 times a year). On May 29, 1974, following the order of the Ministry of Education of RSFUR, 10-month advanced training courses for the lecturers of foreign languages from the pedagogical institutes of RSFUR were canceled.

In 1988, the Department organized advanced training courses for the Stavropol Krai school teachers of foreign languages (1 month). In 1990, it opened courses for the teachers and directors of specialized schools of Russia.

In May 2002, the Department (headed by Professor O.A. Leonovich) was transformed into the Institute of Advanced Training. Professor Arega Mikhaylovna Akopyants was appointed the director of the Institute. A huge work was done at the Institute including compiling the regulations about the institute according to the latest norms; list of the basic majors and programs for advanced training and retraining courses; updating the basic academic plan on linguistic areas of advanced training; the chairs pointed the perspective plans of send lecturers for advanced training according to the normative terms.

On January 1, 2004, the master’s studies of the university were placed under the management of the Institute of Advanced Training. In this connection, the Institute was renamed the Institute of Postgraduate Education and Master’s Programs.

In September 2005, Associate Professor Zaur Aslanovich Zavrumov, Candidate of Philological Sciences, graduate of the Department of English Language 1982, headed the Institute.

On May 26, 2006, based on the decision of the Scientific Board of PSLU and Rector’s order, the Institute of Postgraduate Education and Master’s Programs was renamed the Institute of Integrated Programs of Higher and Postgraduate Education.

In October 2006, Associate Professor Valentina Nikolaevna Tarasenko, Candidate of Philological Sciences, graduate of the Department of English Language 1983, was appointed the director of the Institute.

At the beginning of 2007, the Institute worked out and started implementing a program of professional retraining called “Teacher of Higher School”. It had a purpose to train master’s and postgraduate students as well as specialists with higher professional education and at least 2 years of scientific and pedagogic experience.

In 2009, PSLU started implementing a complex of measures on training specialists with profound knowledge of the history and culture of Islam. Programs of advanced training courses are being developed for religious leaders and teachers of Islamic partner universities. These are Imam Abu Hanifa North Caucasus Islamic University, Kunta-Khadzha Russian Islamic University, Dagestan Humanitarian Institute, and other religious organizations from Kabardino-Balkaria, North Ossetia, Bashkortostan, Kalmykia, Stavropol Krai. From 2009 to 2018, a total of 68 programs were developed and implemented in this area alone.

At the same time, the Institute continued training courses for the administration of PSLU, heads of departments, as well as teachers and university staff under the program "Creative innovation management for a creative innovative university". Within the framework of this course, a lesson was held on the topic "Communication as a connecting process in management, its improvement at an innovative university" for employees and scientific and pedagogical workers who are part of the candidates pool of PSLU.

The Rector of the University, Professor Alexander Pavlovich Gorbunov, takes part in all programs implemented at the Institute, including those designed for external listeners.

It’s worth noting that V.S. Senashenko, Doctor of Physical and Mathematical Sciences, Professor of the Department of Comparative Educational Policy of the Peoples' Friendship the University of Russia, Honored Worker of Higher Education, full member of the Russian Academy of Natural Sciences and Moscow Academy of Sciences; T.E. Petrov, Head of the Department for Development and Norm Regulation of Special Forms and Types of Education of the Department of State Policy in Education of the Ministry of Education and Science of the Russian Federation; A.A. Mikheyshin, Assistant Rector of the Smolny Institute of Liberal Arts and Sciences, St. Petersburg State University (focus area of "Improvement of educational programs and the transition to the management of educational programs in higher education") were among invited experts.

In 2013 PSLU got the funding and status of a base university for the training of teaching staff of universities and departments of the Ministry of Education and Science of the Russian Federation. Lecturers from different universities of Russia from Moscow to Vladivostok became the Institute students.

At the end of 2015, representatives of the State Institute of New Forms of Education, Moscow, together with the Institute organized training for PSLU lecturers on 5 programs, which culminated in the roundtables and certificates about short-term advanced training.

From 2004 to 2019 the university did a great job of reorganizing the whole system of advanced training at PSLU/PSU. More than 100 programs of advanced training, professional retraining, internships were developed and continue being updated. Not only university lecturers have undergone training, but also other educational facilities’ experts, including the workers of administrative, financial, and other departments of the university and external organizations of the North Caucasus region and Russian Federation. Apart from that, 130 university lecturers, with direct involvement of the Department of International Relations and Educational Programs (headed by E.V. Mishin) underwent training and internships abroad, in methodical centers and universities of Great Britain, France, Belgium, Spain, Germany, Egypt, China, Poland, and Croatia.

Together with the Institute of Translatology and Multilingualism and the Chair of Theory and Practice of Translation IIPHPS has been implementing a program of Summer School of Translation for 10 years with annual upgrades. The project implementation involved external lecturers: Andrey Pavlovich Chuzhakin, Associate Professor at Moscow State Linguistic University, Assistant Interpreter of English and Portuguese. He interpreted Y. Andropov, K. Chernenko, M. Gorbachev, A. Gromyko, and other higher heads of CPSU and USSR. Author of a big number of works, textbooks, academic aids on interpretation and translational tachygraphy; Boris Anatolyevich Naymushin, Associate Professor, Candidate of Philological Sciences, Head of the Chair of English Philology at New Bolgarian University, Sophia, member of the Association of Translators of Bulgaria, professional interpreter (Russian, English, Bulgarian). Interpreter of the President of Bulgaria Georgi Parvanov (2002-2012); Olya Al-Akhmed, Linguist, simultaneous interpreter (Russian, Bulgarian, Arab, English, Spanish) with rich experience of work in conflict areas as journalist and interpreter (Bulgaria); Ivan Sergeevich Borschevskiy, School of Audiovisual Interpretation, interpreter of RuFilms; and leading scientific and pedagogic workers of the University: Professor O.A. Leonovich, Professor E.Y. Shamlidi, heads of the chairs T.V. Kara-Kazaryan, L.A. Gorokhova, and others. E.V. Vinogradova, Associate Professor at the Chair of Theory and Practice of Translation, head of the Scientific and Research Laboratory of Innovational Educational Technologies supervised all those programs.

Being in close relations with N.P. Pastukhov State Academy of Industrial Management, PSU implemented several advanced training courses for the teaching staff of the university and external listeners. Those were Internal Audit and Improvement of Management Systems; System of the Quality Management; Utilization of Professional Standards by the Directors of Educational Facilities in the Field of Labor Relations; and Management by the State Standard Introduction Project Top 50 in a Professional Educational Facility.

Thus, the formation of the department was reasoned by the high necessity to equip the university and region lecturers with deep knowledge and technologies of contemporary social and humanitarian sciences. Institute of Integrated Programs of Higher and Postgraduate Education is a powerful center of advanced training, which implements programs of additional education in different humanitarian areas, foreign languages, etc for the lecturers of universities, SVE specialists; programs on retraining and education to new specialties, courses of intensive foreign language studies for the experts in different fields (doctors, lawyers, economists, businessmen, managers). The institute is focused on the issues of improvement of teaching staff training and their qualitative growth.

The Institute created a clearly structured system of advanced training, which allows providing for training with or without pausing the main job, based on the diversity of forms and ways of work. Training forms without pausing the main job are the basic forms of advanced training of teaching staff, for example, internship.

Creative contacts with scholars and lecturers from other universities promote the growth of the scientific qualification of lecturers. Backed by the administration of the PSU the Institute finds possibilities for sending lecturers on advanced training courses, programs of professional retraining, an internship with or without pausing the main job, using IT technologies to the leading scientific and educational centers of country and region, production sites, and different organizations.

IIPHPE implements collective and individual forms of education in programs of additional education not only of the PSU lecturers but for lecturers from other cities and universities of the North Caucasus and South Russian regions: the Republic of Ingushetia, the Chechen Republic, the Republic of North Ossetia – Alania, the Republic of Kalmykia, Krasnodar Krai, Astrakhan Oblast, Volgograd Oblast, Siberia, Central Federal District, including Moscow, etc.
