Problems of Russian Science were Discussed in Moscow

On February 1, 2018, the First Professor Forum took place in Moscow. More than 900 professors fr om 65 regions of the Russian Federation and foreign countries gathered together in the Peoples’ Friendship University of Russia to discuss problems and to take measures to improve a quality of the Russian education, legislative, and legal support of the science and technical development, integrated development of science and industry.

The representatives of the Government took part in this forum: Zinaida Dragunkina, Chairwoman of the Council of the Federation Committee on Science, Vyacheslav Nikonov, Chairman of the Committee on Science and Education of the State Duma of the RF, Grigoriy Trubnikov, Deputy Minister of Education and Science, Sergey Kravtsov, Deputy Minister of Education and Science of the Russian Federation – chairman of the Federal Service for the Education and Science Control, Aleksandr Sobolev, Director of the Department of State Policy in Higher Education, as well as rectors and prorectors fr om 200 leading universities of Russia, foreign guests from France, the USA, Kazakhstan, Belorussia, Ukraine, and Tajikistan, directors of regional departments and representatives of professor community of Russia.

Pyatigorsk State University was represented by Professor Lyudmila Tkhabisimova, Ph.D. in Judicial Sciences, Deputy Director for the academic work of Judicial Institute, who was elected to the Council of Russian Professor Education.

The forum was divided into two parts, wh ere 45 speakers performed. Zinaida Dragunkina underlined the significance of the professors’ meeting today by saying that the Council of Federation is now a chamber of regions, and Russian Professor Council gathers an expert and intellectual potential of the regions. It can and must be in demand while solving a lot of timely issues and problems, linked with the development of educational and science activity and augmented formation of a knowledge economy in Russia. This was continued by Vladimir Filippov, Rector of PFUR, Chairman of the Higher Attestation Committee of the Ministry of Education of Russia. He pointed out the importance of the Forum for the formation of a system of interest representation of the higher school workers, interaction with government and society. He also noted the principal task of not only criticizing the Ministry of Education and Science of the Russian Federation but also offering the ideas and solutions, involving officials in the discussion of the problems.

Grigoriy Trubnikov said that the Ministry of Education and Science offers a new set of grants (up to 40-50 grants) to support the participation of researchers in experiments. This money will pay the resources of the equipment using which a scientist carries out his experiments and support the publication activity. Universities will be offered a competition for the formation of laboratories and participation in mega-science projects.

Along with this, Igor Matskevich, academic secretary of the Higher Attestation Committee reported about 29,900 professors in Russia with confirmed status, and the majority of them were 60 years old. In the opinion of Igor Matskevich, it means that the country is going to face a serious “professor crisis”. The fact that professor status is lower in comparison with higher school staff in Europe does not encourage the renovation of the professorship. So, in Germany, professor status is pointed out in the passport near the citizen’s surname, and a budget of any institution is formed due to a professor.

The forum became a site of interaction among society, business, and authority, wh ere every member could discuss timely issues and the most difficult problems in education and scientific activity. Vladislav Grib, Chairman of Russian Professor Meeting, head of the Chair of Civil Law at MSIIR, co-chairman of the Forum Organization Committee noted the uniqueness of the forum. He said that forum was the historical event because it was the first event with only professors as participants.

Three collaboration agreements were signed during this event between Russian Professor Meeting and following organizations: Federal Service for the Education and Science Control, Association “National Coordination Center of Intellectual Property Rights and Objects Transactions Processing”, International Center of Scientific and Technical Information and International Association of University Professors and Lecturers (IAUPL).

The Resolution with the results of the meeting was sent to the government.

The first professors’ forum became the biggest in Russia project, organized by Russian Professor Committee and the People’s Friendship University of Russia.
